There was a time when launcher bans said to be account bans and console bans could ban the whole player with all their alts.

This isn't true as were facing another wave of trolls again and have to ban every single alt of them.

Was the command changed to account ban?

Are there ways to get around those bans?

We really need an update on that because banning the same trolls 5-8 times every day is getting exhausting.
