players need a way to store more than six items off their person. allowing players to store extra bags in their lockbox would fix the current player storage problem. would in turn encourage players to use the specialist bags since they can swap from the normal bag without being punished

In order to make sense of people sharing, lock down user id to the servers they join, it doesn't make sense for a server to have over 30+ registered members when it only holds up to 30 for instance... This way players play with accounts that knows one another and newcomers only joins when the slots are freed up.
Lockboxes are kinda irrelevant in private servers anyways if you are only playing with people you know. If anything buildable storage containers that are locked to owners of said properties would be a viable means to have people running establishments, especially if you want people to be trading.
This means maybe coins can have a use for public servers if the person pays a rent to 'own' their own locker to run a barter shop or such to sell goods to the user base. 30 Coins = 12 Hours to lock down a 15 slot shelf for your personal trading use.

Maybe instead they could add a system where you can store different bags in places so I dont have to clip through a rock to hide all of my other bags for mining, woodchoping, etc.

I think that the limited space rightly exists to encourage players to share and trade more than to live for themselves and hoard everything.
When I started, I often had the problem of not knowing where to put all my stuff.
Now my backpack is half empty and I don't think I'm missing anything.

MarvelousGenki: This is correct, the limited backpack space was meant to push people to be more of a community and not hoard things. This can be seen by the Community Bins of Wood, Sticks, Ore and Coal scattered around...if you have too much you are meant to donate the rest instead of hoarding it.

Cody_Alta: Servers are really hard to play with people trying to steal stuff and overall be jerks with people's items. Don't get me wrong- private servers are amazing once everyone knows not to steal and trusts everyone. But lets say you're saying up big leather for a hoarder bag and want it to be safe, so you try to put it in your lockbox. What do you do if you're already saving up some rare ore you found to make some weapons or arrows, and already have a good weapon and multitool stored- you end up with a full bag. I can't store my hammer and chisel in there, nor can i store extra food for later mining trips. I can't keep it in a bag and hope for no one to take the items i worked hard for. If i have extra then i'll give it out but alot of the time i need those items that i worked hard for. So instead of having limited space incenitizing people to share it's forcing people to glitch bags into their mailbox. I feel like there should be a rotating "hanger" in the customizing house or townhall that you can hang up to 15 extra bags. Along with at least 10 slots of lockbock storage.

Denko: housing won’t be out for many years to come. Intentionally delaying a system that could be in the game now just because it could be added later is the same logic for not implementing a failsafe for bags in the river. Swimming will be out in four years maybe, just wait. How long should players realistically be required to wait for such a basic gameplay feature like being able to store more than six items outside of their person?

I've never had a major storage problem personally, and wouldn't the limited storage encourage players to be more mindful of their items and possibly specialize in 1 or 2 professions?

Kylian: players are encouraged to do that already because of weight and limited skill slots. housing will be out at some point within the next few years anyways. this is just getting the functionality of housing early to improve the game right now. there is a reason why the only surviving PC servers have voiding easily accessible
