so many game objects like rocks, bricks, trees, floors, walls, and others cannot be spawned as a prefab. the cosmetic backgrounds make great uses of preexisting game assets that cant be spawned in game. if PC players were allowed to spawn in a wider variety of prefabs then servers could be so much more diverse and beautiful. i have no idea how difficult it is to add more prefab models to the game so im unsure of how much can be done in a small time, but I would be happy with anything really.
